Rules of Conduct
The Homer M. Stark Law Library is committed to maintaining a safe, respectful, and
professional environment for all users and staff. Staff are authorized to make reasonable
requests to ensure the safety and security of everyone in the library. Users are prohibited from
engaging in any conduct (whether directed at staff or other users)that encroaches on their personal
space or creates a hostile or disruptive environment. By entering the library, users agree to follow
these rules. Violations may result in restricted access to library services or removal from the
premises. If a user refuses to leave, court personnel or law enforcement may be contacted.
The following rules serve as a guideline for ourlibrary users:
I. Library Etiquette
• Maintain a quiet environment for research and study.
• Use library spaces for legal research and library-sponsored programs and events
only.
• Be courteous and respectful to library staff and all others sharing the library.
• Maintain personal hygiene to avoid disturbing others, such as strong body odor or
excessive perfume.
II. Staff’s Role and Responsibilities
• Library staff are responsible for managing the resources, equipment and programs
of the library.
• Library staff are prohibited by law from giving legal advice of any type and are not
allowed to conduct research for users.
III. Noise and Disruptions
• Keep voices low.
• Use headphones for listening to audio.
• No cell phone calls or video chats longer than 2 minutes in duration in the common
areas.
• Any disruptive behavior that interferes with the safety and respect of others is
prohibited.
IV. Computer/Equipment Use
• Library computers are for legal research and educational use only.
• Computers shall not be used to view obscene or pornographic material or to
engage in any activity that violates federal, state, or local law or county ordinances.
• Interfering with or hindering other users’ ability to use computers or equipment is
prohibited.
V. Blocking Access & Personal Belongings
• Do not block aisles, entrances, or exits.
• Do not leave belongings unattended. Unattended items may be removed by staff.
The Library is not responsible for lost or stolen property.
VI. Library Property
• Do not vandalize, damage, alter, or remove library materials, software, equipment,
or furniture.
VII. Use of Library Space
• The library space is reserved for users with court-related or legal research
purposes.
• No sleeping, loitering, or disruptive use of space.
• No eating or drinking allowed, except water bottles.
VIII. Animals
• Only service animals are permitted.
IX. Misconduct
• Sexual misconduct, including harassment or indecent exposure is prohibited.
• Use of abusive, threatening or harassing speech, physical acts, or tones is
prohibited.
• The use of profanity, foul, or inappropriate language is prohibited.
X. Enforcement
• The Library Board of Trustees authorizes the Library Director to enforce these rules
and impose suspensions as necessary. Violations may result in the following:
– Verbal or Written Warning – Staff will ask for compliance from the user.
– Temporary Suspension – The user may be asked to leave for at least one
business day, but not more than 5 business days.
– Long-term Suspension – More than 5 business days up to one year.
– Permanent Ban – May be imposed for criminal conduct or repeated
violations that prevent staff from maintaining a safe, respectful, and
professional environment.
XI. Appeal Process
• Long-term suspensions and permanent bans may be appealed by submitting a
written request that must be received by the Law Library Director, either by e-mail
or hand- delivery, within 10 business days of the suspension or ban notice.
• The Library Director will acknowledge receipt of the appeal and forward it to the
Board of Trustees within 5 business days.
– Appeals shall include name, address, e-mail address and daytime contact
information, and a short summary of why the suspension or ban should not
be imposed.
– Any appeal that does not meet the requirements will not be considered.
• The Library Director will advise the petitioner of the Board’s decision when it is
made.
• The suspension or ban shall remain in effect during the appeal process.
• Decisions by the Law Library Board are final.
These rules ensure a professional and productive environment for all Library users.
